The cops are hard as heck at 5 heat. Literally couldn't escape for a good 20min chase. I don't think this is a bad thing. It makes getting back to a safehouse that much more rewarding and trying to get to a gas station asap when health is low.

Important places that make escaping cops easier: The speedway, (oval track) There's a bunch of ramps and obstacles in here you can weave through to lose cops here. Easiest way is to drive around the oval backwards (clockwise). The cops don't like that for some reason. They'll lose you for a sec, then hit the ramp that launches outside the speedway.
